Criteria for Issuing Water Well Drilling Permits:
I. Resolutions previously approved by the Commission
1. Reserves the "1,000-foot", "1,500-foot" and "1,700-foot" sands for public-supply use. Drilling of industrial wells in the "1,500-foot" sand should be restricted to replacement wells in areas where interference with public-supply wells is minimal. (11/75)
2. Restricts construction of new wells in the "1,500-foot" sand south of the fault in West Baton Rouge Parish to public-supply usage because only a limited amount of fresh water is available from this aquifer. (7/88)
3. Prohibits multi-aquifer wells in the District, except as approved by the Commission and with variance granted by La. DOTD. (7/91)
4. Limits pumpage and water levels in the "2,000-foot" sand, with a moratorium on wells in "2,000-foot" sand in a designated area. (10/91)
II. Criteria to be considered when issuing permits for water wells
1. Location of the proposed well, especially in relation to problem areas (e.g. areas impacted by saltwater encroachment or severe water-level decline)
2. Availability of an alternate aquifer that will meet the needs of the user in cases where requests involve critical aquifers
3. Whether the well replaces an existing well that was pumping from one of the restricted aquifers
4. Proposed use of the well and pumping rate (preferred public-supply aquifers should not be used where an alternate aquifer is available that will serve the required purpose)
5. Impact of the well on saltwater encroachment
6. Minimizing pumpage interference with existing nearby wells
III. Exemptions: No permit is required for the following:
1. Wells screened in the Mississippi River alluvial aquifer
2. Wells screened at depths less that 400 feet (NOTE: Plans will be requested for all wells completed in the "400-600-foot" sands, regardless of depth.)
3. Small capacity wells designed to pump less than 50,000 gallons per day
4. Wells drilled for agricultural use
IV. Registration
1. Wells must be installed in accordance with the requirements of Louisiana Water Well Rules, Regulations and Standards promulgated by the Louisiana Department of Transportation and Development.
The Louisiana Office of Conservation also requires a 60-day prior notification for all non-exempt wells drilled in Louisiana. (Please refer to form GWR-01R1 for instructions. This form can be found at: http://dnr.louisiana.gov/CONS/gwater/GWR-01R1.pdf)
